A látogatásra a képviselő asszonyt a Külgazdasági és Külügyminisztérium képviseletében Sztáray Péter biztonságpolitikáért és energiabiztonságért felelős államtitkára kísérte el. A helyszínen a felek áttekintették a háború miatt Ukrajnából nagy számban érkezők fogadásának eljárási szabályait, illetve a menekültek, azon belül kiemelten a sérülékeny társadalmi csoportok (nők, gyerekek és fogyatékkal élő személyek) védelmével és jogainak biztosításával kapcsolatos legfontosabb kérdéseket.

Sztáray Péter államtitkár megköszönte, hogy a rendvédelmi szervek a látogatás során a képviselő asszony számára bemutatták határvédelmi tevékenységüket. Továbbá kérte az ET delegációját, hogy a magyarországi látogatásukról készítendő jelentésükben az itt tapasztalt pozitív eredményeken túl a háború következtében hazánkra nehezedő kihívásokat is mutassák be.

Az egynapos programon a Szabolcs-Szatmár-Bereg vármegyei, valamint a Hajdú-Bihar vármegyei Rendőr-főkapitányságok képviselői bemutatták határrendészeti feladataikat a megnövekedett munkateher tükrében. A határlátogatást szervező Alapvető Jogok Biztosának Hivatala nevében dr. Kozma Ákos elmondta, hogy rendkívüli, amit a háború kezdete óta a magyar hatóságok és Magyarország véghezvitt a menekültek fogadását illetően.

A Beregsurányban található közúti határátkelőnél a magyar hatóságok bemutatták a menekültek fogadásának gyakorlati működését. A határvédelmi szervek kiemelték, hogy az új automata ellenőrző kapukkal a közúti átjárón akár napi 4000 fő fogadása is biztosított. Ezt követően a delegáció ellátogatott a Károlyi Kastély mellett felállított segítőpontra, ahol Herka István beregsurányi polgármester, Tilki Attila Szabolcs-Szatmár-Bereg vármegye 4-es számú választókerületének országgyűlési képviselője, dr. Mikolicz Gyula rendőr alezredes és a Máltai Szeretetszolgálat egyik képviselője tartott prezentációt a menekültek elhelyezéséről és ellátásáról, illetve fogadásuk gyakorlati kihívásairól.

Visit of Leyla Kayacik, Special Representative of the Secretary General of the Council of Europe on Migration and Refugees, to the Hungarian-Ukrainian border

 

Special Representative Leyla Kayacik and her delegation visited the Hungarian-Ukrainian border and the Szabolcs-Szatmár-Bereg County Police Headquarters in Nyíregyháza, which is responsible for border surveillance. The visit was organized by the Ministry of Foreign Affairs and Trade, and the Office of the Commissioner for Fundamental Rights (OCFR). The Special Representative was accompanied by Péter Sztáray, State Secretary for Security Policy and Energy Security, representing the Ministry of Foreign Affairs and Trade. The parties reviewed the procedural rules for the reception of the large number of people arriving from Ukraine due to the war, as well as the main issues related to the protection and rights of refugees, in particular vulnerable groups (women, children and disabled persons).

State Secretary Péter Sztáray thanked the law enforcement agencies for the presentation of the border protection activities for the Special Representative during the visit. He also recommended the delegation of the Council of Europe to include not only the positive results of their visit in their report, but also the challenges that the war has brought to Hungary.

During the one-day programme, representatives of the Police Headquarters of Szabolcs-Szatmár-Bereg and Hajdú-Bihar presented their border policing tasks in the light of the increased workload. Speaking on behalf of the Office of the Commissioner for Fundamental Rights, Dr. Ákos Kozma said that what the Hungarian authorities and Hungary have done since the beginning of the war in terms of receiving refugees is extraordinary.

At the border crossing point in Beregsurány, the Hungarian authorities demonstrated the practical functioning of the reception of refugees. The border guards pointed out that the new automatic control gates at the border crossing will allow the reception of up to 4,000 people per day. Afterwards, the delegation visited the assistance centre set up next to the Károlyi Castle, where the Mayor of Beregsurány, István Herka, the Member of Parliament for the 4th electoral district of Szabolcs-Szatmár-Bereg County, Attila Tilki, the Police Lieutenant Colonel Dr. Gyula Mikolicz and a representative of the Hungarian Charity Service of the Order of Malta gave a presentation on the accommodation and care of refugees and the practical challenges of receiving them.
